Trading with the Enemy Act 1939.
With reference to your letters of the 29th January and March of this year forwarding copies of draft Orders-in-Council dealing with the powers of the Governor and other authorities of Hong Kong and the Straits Settlements respectively, I have no observation to make in regard to either of these documents, except that as you have probably already notici ed the word "powers in the first line of the second paragraph of the preamble to the Straits Settlements draft Order should presumably be "functions" as in the first paragraph.

It is not clear however why "functions is used in this Order and "powers" in the same places in the Hong Kong Order.
